胡锦涛主席提出的国际社会当前应当坚持的四点要义 China’s target for climate change

2009年9月22日联合国气候变化峰会在纽约联合国总部召开。中国国家主席胡锦涛提出国际社会当前应当坚持四点要义:其一,“履行各自责任是核心”,强调在坚持共同但有区别的责任原则基础上积极 采取行动。其二,“实现互利共赢是目标”,呼吁发达国家树立帮助别人就是帮助自己的观念,努力实现发达国家和发展中国家双赢,实现各国利益和全人类利益共 赢。其三,“促进共同发展是基础”,指明没有各国共同发展,特别是发展中国家发展,应对气候变化就没有广泛而坚实的基础。其四,“确保资金技术是关键”, 指出发达国家应该担起责任,向发展中国家提供新的额外的充足的可预期的资金支持,让发展中国家用得上气候友好技术,点明这是对人类未来的共同投资。与此同时国家主席胡锦涛在会上表示,中国将大力发展可再生能源和核能,争取到2020年非化石能源占一次能源消费比重达到15%左右。

During the UN climate change meeting, China’s president gave a speech on climate change and addressed the principle of common but differentiated responsibilities embodied in the consensus of the international community. Adherence to this principle is critical to keeping international cooperation on climate change on the right track. He also mentions that developed countries should fulfill the task of emission reduction set in the Kyoto Protocol and support developing countries in countering climate change.  President Hu gave a target to reduce emission level, and he says, “We will vigorously develop renewable energy and nuclear energy. We will endeavor to increase the share of non-fossil fuels in primary energy consumption to around 15 percent by 2020.”

Through the speech of President Hu, we can observe that China has taken and will continue to take determined and practical steps to tackle this challenge.  The coal electricity plants of China will gradually shift to nuclear power supply, which is able to reduce carbon emissions dramatically.  Compared to the coal energy, nuclear energy is more practical and cleaner energy.
