The Agreement between developing countries for COP-15 发展中国家一致确定COP15立场

Brief: China, India, Brazil, South Africa and “G77”Chief country representative are at Beijing these days, to make an agreement on their stance in COP-15.

The Discussion begins from Nov.27th. All the participants agree on insisting Kyoto Protocol and requiring developed countries to be responsible 2nd commitment period of the emission reduction targets.

Now, developing countries including India, Brazil, Mexico have already announced their emission reduction target. China this week to make a commitment to binding targets,

In addressing climate change issues, there are enormous differences between developed and developing countries. Developing countries want developed countries to make substantial commitments, and in financial, technology, etc. to provide practical support. They think up to now, a number of commitments of developed countries are considered a lack of sincerity in the “playing with words.”

The United States recently said that, by 2020, its greenhouse gas emissions will reduce 17% beads on the reduction in 2005.  The decision has yet to be approved by Congress. A Chinese expert said his was disappointed to hear this number. In his view, 17% is just reducing 4-7% on the basis of 1990, which is well below the EU’s 20 percent emission reduction commitments.

In this consultation, the participants felt that the outcome of the Copenhagen meeting should cover the long-term shared vision, mitigation, adaptation, finance and technology transfer and other content, and should be given to least developed countries, small island developing States and Africa countries in response to climate change special needs.

For the Copenhagen Conference which will be held from Dec 7th to Dec 18th , the public is full of hope. The host said so far 65 heads of state has determined to participate, which is highest participation in United Nations Climate Change Conference.

Participating in the Beijing consultation delegates agreed to continue to work together to jointly promote the success of the Copenhagen Climate Change Conference.

近日,基础四国和G77的主席国苏丹代表聚集北京,就哥本哈根气候变化会议进行讨论,协调各国立场,并就一些重要问题统一看法.

讨论从27日开始,28日结束. 大会通过研究和讨论哥本哈根会议成果文件草案,强调此文件应该反应UNFCCC以及京都议定书所取得的进展.

今晚, 在一些主要问题方面, 与会各方取得了一致的意见。他们认为,《京都议定书》应该坚持继续有效,同时要求发达国家开始承担第二承诺期的减排目标于承诺。2012年《京都议定书》第一承诺期将到期。

一些发展中国家, 以印度,巴西,墨西哥等在内已经在近期公布了减排目标. 中国也承诺了约束性的指标.到2020年,每单位的GDP温室气体排放比2005年减少40%-45%.

发达国家和发展中国家在应对气候变化这个问提上有着很大的分歧. 发展中国家希望发达国家做出实质性的承诺并且给予资金技术等方面的支持, 而不要像目前这样只是缺乏诚意的卖弄着文辞.

一名中国专家表示对美国近日公布的2020年卫视气体排放量在2005年基础上减少17%这一数据比较失望,他觉得这个数据远低于欧盟的20%,而且只是相当于美国在1990年的基础上减少4-7%.

在这次讨论中, 与会者都认为哥本哈根气候变化大会需要包括资金技术转让内容,并且考虑LDC 和AOSIS以及非洲国家的需求.

各界目前都对于下月7-18日举行的哥本哈根峰会充满期待,目前已有65国首脑确认参会.参加北京这次协商的各国代表都一致表示将尽全力努力推动哥本哈根会议取得成功
